Invitation of Independent consultancy to assess the effect of key messages on RE4RII Project

Background: 

Umurage Communication for Development (UmC) is a not profit local non-government organization specialized in the development and implementation of communication programs for positive social behavior change by using different channels of communication. 

Since 2017, Umurage Communication for Development has been running a radio serial drama broadcast called Umurage which was aimed at behavior change communication at community level with a focus on , family planning, youth sexual and reproductive health with HIV/AIDS, child protection, nutrition, sexual and gender – based violence (SGBV), COVID-19 and Hygiene, malaria, raising the population awareness on immunization and Mpox prevention and raising awareness on renewable energy.  Among different channels of Communication, UmC uses community outreaches, radios talk-shows, social media Platforms among others; It is in that line that UmC partnered with Practical Action in the context of Renewable Energy for Refugees project, phase 2(RE4RIIProject) to provide Renewable Energy” use awareness raising services in Mahama, Kiziba, Mugombwa, Nyabiheke and Kigeme Refugee Camps and Host Communities in Rwanda, from April 17 2023 to April 2026. Therefore, UmC is hiring an independent consultant to assess the effect of key messages through the live sketch during community events in camps and host communities.

With funds from PA, UmC is implementing the Renewable Energy for Refugees project, phase 2(RE4RIIProject) to provide Renewable Energy” use awareness raising services in Mahama, Kiziba, Mugombwa, Nyabiheke and Kigeme Refugee Camps and Host Communities in Rwanda, from April 17, 2023 to April, 2026.

 Terms of Reference (TOR) 

  1. Objective of the consultancy service

Umurage Communication for Development (UmC) needs an independent consultant to assess the effect of key messages through the live sketch during community events in camps and host communities, from April 17 2023 to April 2026, to collect data and to make analysis and to deliver the final report of the effect of key messages by April 15, 2026.

Thus, the independent consultant will accomplish the following tasks:   

  • Conduct a literature review to identify from different sources the existing practices, challenges and successes on what has been done elsewhere on renewable energy awareness in order to prepare a checklist for comprehensive assessment and to prepare comprehensive recommendations at the end of the survey;
  • Develop tools for the assessment of the effect of key messages on renewable energy increase awareness through Practical Action products (Clean Cooking stoves, Stand Alone Street lights, Productive use of energy, solar panels) in camps and host communities.
  • Provide guidance and support to project/program staff on data collection and monitoring activities.
  • Conduct data analysis and interpretation to generate findings and recommendations. 
  • Analyze the collected data and prepare a draft report in English to be presented to the project management;
  • The outputs are expected from the consultant. These should be specific, measurable, achievable, relevant, and time-bound (SMART). These should include: 
  • Comprehensive final evaluation Report: Including an executive summary, methodology, conclusions, and recommendations. The report must include a cover page, the main document, and all annexes.
  1. Time frame and duration

The total number of days allocated to this assignment is estimated at 8 days maximum. The consultant will be expected to deliver to the following key dates:

  • Approved inception report and tools 
  • Data collection and analysis
  • Draft the report
  • Incorporate comments from the management & stakeholders 
  • Generate the final report
  1. Requirement of Independent Consultant

The Consultant must fulfill the following.

  • Bachelors or master’s degree in social sciences, Education, Development Studies, Monitoring & Evaluation, or related field.
  • Demonstrated experience conducting field data collection in remote or resource-constrained settings.
  • Strong experience organizing and leading field teams across multiple locations.
  • Proven experience in qualitative data collection.
  • Experience managing enumerators and supervisors.
  • Strong documentation and report writing skills.
  • Practical experience with community-based research and renewable energy-based data collection.
  • Fluency in English and French required.
  • Experience adapting research tools into local languages.
  • Experience supervising transcription and translation of qualitative data.
  • Strong attention to detail in qualitative documentation.
  1. Proposal Submission Requirements

Proposals will be evaluated using a weighted system:

  • Administrative papers (10%)
  • Technical Proposal (40%)
  • Understanding of TOR (5%)
  • Methodology (10%)
  • Experience in similar evaluations (15%)
  • Key staff qualifications (5%)
  • Financial Proposal (15%)
