Position Summary

The Bugesera Program Coordinator is responsible for overseeing the full implementation, monitoring, and quality assurance of Shooting Touch’s programs across all Bugesera District locations. This role includes managing a team of Coach-Educators, Field Staff, and security personnel; ensuring high-quality health education and basketball programming; coordinating community events; and serving as the safeguarding focal point for all Shooting Touch locations. The Coordinator plays a critical role in operational planning, partner engagement, M&E support, and maintaining Shooting Touch’s commitment to safety, professionalism, and community impact. You will be reporting to Rwanda In-Country Program Director.

Key Responsibilities

  1. Technical and Programmatic Competence
    ● Plan, execute, and monitor all daily program activities across Bugesera District, including needs assessment, activity planning, progress tracking, partner coordination, and performance reporting.
    ● Support Monitoring and Evaluation processes by assisting with quarterly and periodic data collection through focus groups, surveys, home visits, and other tools; contribute to data analysis and refinement of M&E systems.
    ● Support implementation, review, and periodic adjustment of health education curriculum; in collaboration with the Health M&E and Kayonza CEC.
    ● Assist in the delivery, monitoring, and improvement of health interventions and community health initiatives.
    ● Use Google Workspace tools (Docs, Sheets, Drive, Calendar, Meet) effectively for documentation, coordination, reporting, and team management.
  2. Field and Program Implementation
    ● Conduct regular site visits (2–3 visits per week per court) across all program locations in Bugesera District to supervise activities, provide coaching to staff, and ensure field visibility.
    ● Oversee quality delivery of health education sessions, ensuring equitable responsibility-sharing and facilitation opportunities among coaches and assistant coaches.
    ● Plan and execute community-wide health awareness events, health insurance mobilization campaigns, and graduation ceremonies for program participants.
    ● Manage or assist with community-wide health insurance sponsorship and participant registration processes.
    ● Coordinate and oversee distribution of health intervention materials across all Shooting Touch sites in Bugesera.
    ● Assist with program expansion and exploration of new sites in neighboring districts and sectors.
    ● Represent Shooting Touch in external stakeholder meetings (district, sector, JADF, partner engagements), and provide timely and accurate feedback to the In-Country Program Director.
    ● Cultivate, establish, and maintain partnerships with schools, health centers, and other community institutions to support program implementation, referrals, health interventions, and district-wide program visibility and collaboration.
  3. Communication, Collaboration, and Leadership
    ● Manage and support Bugesera-based staff, including Coach-Educators, Field Staff, and security personnel; conduct regular check-ins, provide performance feedback, lead team meetings, and support conflict resolution.
    ● Foster a collaborative and supportive team environment; encourage open communication and active participation among staff.
    ● Maintain timely and professional communication across teams via email and WhatsApp.
    ● Provide consistent updates to the In-Country Program Director on field activities, progress, challenges, and recommendations; flag issues early and propose solutions.
    ● Collaborate closely with Rwanda coaching staff, management, and program stakeholders to ensure seamless program implementation.
    ● Assist with organizational storytelling, marketing needs, and translation support.
  4. Safeguarding, Protection, and Policy Compliance
    ● Serve as Shooting Touch Safeguarding Policy Focal Point, ensuring implementation and oversight of Shooting Touch’s Vulnerable Adult and Child Protection Policy.
    ● Ensure strict adherence to safeguarding protocols; document and report incidents or risks promptly and accurately.
    ● Support reinforcement of safeguarding training, awareness, and best practices among staff and program participants.
  5. Financial and Operational Management
    ● Oversee community engagement and court-level budgets, ensuring responsible and compliant use of financial resources.
    ● Work closely with the Finance Officer to manage vendor relationships and contracts, ensuring accountability, quality service delivery, and transparency.
    ● Work closely with the Finance and Admin Officer to collect, organize, and submit financial documentation, including receipts, expense reports, and payment forms, accurately and on time.
    ● Lead/support operational projects, ensuring delivery within approved scope, budget, and timelines.

    ● Demonstrate responsibility and ownership for assigned tasks, program outcomes, and staff oversight.

Qualifications

● Proficient in both English and Kinyarwanda languages (written and spoken).
● A Bachelor’s degree, in the preferred areas of: social work, public health, public policy, humanities and social sciences (i.e. gender studies, human rights), international development, or a related area of studies.
● At least 3 years of experience in fields related to community development, sport for development, and/or health-related programs (project management and monitoring).
● Understanding of safeguarding, child protection, and vulnerable adult protection policies and procedures; prior safeguarding experience is an asset.
● Demonstrated experience in project management.
● Demonstrated experience in formulating, monitoring and managing budgets.
● Demonstrated experience in advocating for issues affecting women and youth such as education, health and economic opportunities.
● Demonstrated experience in designing and facilitating capacity-building workshops or training sessions.
● Strong public speaking and community mobilization skills.
● Demonstrated experience working with vulnerable populations (preferred).
● Proficient in Microsoft Office and Google Workspace.
● A commitment to carrying out all job responsibilities.
● Ability to carry out duties effectively and in a timely manner.
