About the Role

BRAC Rwanda is seeking a Programme Officer for the YEAH Project, a youth-centered initiative focusing on social and economic empowerment in Rusizi and Nyanza districts. The Programme Officer will play a critical role in coordinating field activities, training and supervising mentors, overseeing youth empowerment sessions, and leading advocacy efforts to connect youth with economic opportunities and SRHR services.

This role will contribute directly to improving the quality of life for adolescents and youth by promoting access to financial literacy, entrepreneurship, and sexual and reproductive health awareness—empowering young people to become active participants in Rwanda’s development.

Key Responsibilities

Project Planning & Coordination

  • Organize meetings, community events, and workshops in project regions.
  • Facilitate consultative sessions with stakeholders and youth groups.
  • Coordinate the implementation of social empowerment and outreach initiatives.
  • Identify gaps and propose solutions in current programming.
  • Establish strategic partnerships with local organizations and government bodies.
  • Monitor emerging trends and adjust strategies for maximum project impact.

Mentor Training & Supervision

  • Support training and oversight of community mentors.
  • Ensure effective delivery of content on financial literacy, savings, business planning, investment, and livelihood diversification.
  • Conduct regular field visits to ensure quality mentorship and community engagement.

Advocacy

  • Coordinate advocacy with youth, health centers, local leaders, government bodies, and ministries.
  • Promote youth access to SRHR and financial services.

Documentation & Reporting

  • Maintain accurate records of project activities, mentorship progress, and outreach.
  • Submit regular reports to internal and external stakeholders.
  • Collaborate with implementing and sector partners for coordinated impact.

Safeguarding Responsibilities

  • Ensure the protection and safety of team members and communities from harm, abuse, or exploitation.
  • Promote and practice safeguarding standards in all aspects of project implementation.
  • Report and encourage reporting of any safeguarding concerns in line with BRAC’s policies.

Required Qualifications & Experience

Academic Qualifications:

  • Minimum Bachelor’s degree in Social Sciences, Education, Rural/Community Development, Economics, Agriculture, or other relevant fields.

Experience:

  • At least 2 years of experience working with youth-focused programs.
  • Prior experience in project management and with NGOs is an added advantage.

Skills & Competencies:

  • Strong written and verbal communication skills in English and Kinyarwanda.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Ability to lead, coordinate, facilitate, and connect with diverse groups.
  • Knowledge of data collection tools and youth capacity-building techniques.
  • Familiarity with SRHR and social accountability principles.
  • Willingness to travel frequently between Rusizi and Nyanza.
