Tender title: TENDER OF CONSULTANCY IN ARCHITECTURAL AND STRUCTURAL SERVICES

Direct Aid is willing to hire a company to carry out the construction services Such as:

  • Architectural Works: Site analysis, documentation of the existing site condition, conceptual design which include 3D visualization and preliminary drawings for client’s approval. Working drawings which include: Site plan, Floor layout plans, sections, elevations, schedules and details Design report which includes: design criteria, project description, location maps, structured maps
  • Geotechnical services: The standard tests to determine soil conditions on site e.g bearing capacity, permeability etc to have an accuracy in structural design Structural Works Construction drawings: Analysis of load bearing wall structural, designs of different houses typology including the foundations, reinforced concrete columns, beams, staircases, slabs. Roof structure: trusses, purlins, wall plates And any other structure may needed from the site including civil works.
  • Mechanical Engineering works: Design and specifications of all mechanical fittings including water supply and distribution, sewerage, air conditioning, . Layout drawings and details.
  • Electrical Engineering works: Design and specifications of all electrical fittings including power and data supply and distribution. Layout drawings, details and schematic drawings. (To be done by a Certified Electrical Engineer)
  • Environmental Impact Assessment: Preparation of Environment Impact Assessment in line with the requirement of the City of Kigali and all other related services needed get permit and construction of that project.
  • Copy of green building minimum compliance report: Bill of quantities and cost estimate: Preparation of preliminary cost estimates, detailed BOQS of Each house, civil works such as landscaping, pavement septic tanks and other specifications to be done by a certified Quantity surveyor.
  • Procurement of construction permit: prepare all the document needed and required by City of Kigali one stop center and submit the project and follow-up till the approval of construction permit.
  • Construction details drawings: Any other drawings that the client may need to facilitate the construction process.

The project is a G+3 office of Direct aid Rwanda that will be located any Nyarugenge-Kigali.

The winner will be given the architectural conceptual design from the Direct aid and develop from that. Please note that beside company profile the bids should contains financial proposal including Detailed BOQ, company certificate of good standing and RRA Clearence certificate.

Site visit: The mandatory site visit is scheduled for interested bidders to 16/03/2026 at former Direct aid head office located at Nyakabanda near Pele stadium around 10am end the deadline for submission in 27/03/2026.

2. PRICING

  • All prices should be in Rwandan Francs
  • All food items should have minimum expiry period of not less than one and half years

3. PACKAGING

  • Direct Aid will provide packaging bags bearing the Direct Aid logo.
  • The supplier shall be fully responsible for proper packing and handling of all food items.

4. ELIGIBILITY REQUIREMENTS

Interested bidders must submit the following mandatory documents. Failure to submit any of the documents listed below shall result in automatic disqualification:

  • Valid Business License
  • VAT Registration Certificate
  • Tax Clearance Certificate for the most recent tax period
  • Company Profile clearly indicates:
    • Company address and official contact details
    • Organizational and management structure
  • Proof of Relevant Experience, including:
    • Demonstrated experience supplying non-profit, humanitarian, or international organizations.
    • Successful completion of at least three (3) similar contracts within the last five (5) years.
    • Documentary evidence in the form of signed contracts, purchase orders, delivery certificates, or reference letters from previous clients.

5. BID SUBMISSION

Kilimo Trust in collaboration with the Rwanda Agriculture and Animal Resources Development Board (RAB) and the Ministry of Agriculture and Animal Resources (MINAGRI), through the KIIWP-2 Project funded by the International Fund for Agricultural Development (IFAD), hereby invites farmer groups, cooperatives, private companies, cooperative unions, and joint ventures operating in Kayonza District who have business/project ideas and wish to apply for matching grant support within the agricultural value chains of the following crops:

Maize, Soybeans, Beans, Sweet Potatoes, Irish Potatoes, Cassava, Rice, Vegetables, and Fruits.

Proposals that are eligible for matching grant support must focus on post-harvest handling of agricultural produce including drying grounds, storage facilities, drying shelters, cold rooms, maize cribs, fruit aggregation centers, and postharvest machines such as mechanical dryers, and threshers among others.

The proposals to be supported under matching grant must be implemented in Kayonza District.

Interested applicants are required to submit their proposals through a designated online platform accessible via this link from 19th January 2026 until 6th February 2026.

Submitted proposals will be reviewed for compliance with the objectives of the RAB SPIU/KIIWP2–funded project, and applicants whose proposals meet the requirements will be informed of the next stage.

The Kigali Urban Fabric Initiative (UFI)

About the UFI Project

The project is sponsored by Agence Française de Développement (AFD) And European Union (EU). Urban Fabric Initiative (UFI) is a participatory project to develop public spaces and social facilities in a collaborative manner, bringing together all stakeholders involved in the production of the city.

The Kigali Urban Fabric Initiative (UFI) is an informal settlement upgrading project implemented in conjunction with the City of Kigali under the Kigali Informal Settlement Upgrading Project (KISUP). The aim is to fund small-scale public space upgrading and community infrastructure projects co-designed and co produced by residents and urban stakeholders, implemented in close collaboration with local authorities (community representatives and the City of Kigali). 

Three partnering organisations have been appointed as a consortium to be the Kigali UFI Operator: Rwanda Women’s Network (RWN; based in Kigali), Bantu Studio Design & Research (Bantu; based in Johannesburg, South Africa, and Espelia (based in France). RWN is a local non-profit organisation responsible for stakeholder and community engagement and project administration. Bantu is responsible for the co-design and co 

construction of selected social facilities within the project, as well as quality control advising to the City of Kigali. Espelia is a French consulting firm with expertise in the design and implementation of economic, financial, institutional, and organizational aspects of public policies and projects in emerging and developing countries and is responsible for the development of operation & maintenance (O&M) strategies and a monitoring and evaluation (M&E) framework for the project.

Collectively, the RWN-Bantu-Espelia consortium (the UFI Operator) has been engaged by AFD for a three year contract to implement the Kigali UFI within three informal settlements of Kigali. The UFI Operator sees this project as an opportunity to not only build positive interventions but also to establish real, measurable, and lasting socio-economic benefits to the surrounding communities. The UFI Operator, together with Sectors’ elected Community Upgrading Committees (CUCs), developed the ‘Impact Strategy’ that focuses on the positive change brought by the construction of the interventions. It has six goals, each of which considers the overall welfare of the communities and the ways small projects can make a larger impact: 

  • Keep project expenses in the community: The project aims to boost the local economy by prioritizing spending within the sectors where facilities are built. Community members will be actively involved in construction, with a focus on local contracting, and job creation. 
  • Develop tradecraft: The project aims to enhance the skills and experience of construction crew members, enabling them to take on more complex projects in the future. Workmanship quality will be assessed, with skill-building workshops provided as needed. 
  • Support underrepresented and vulnerable groups: Economic benefits of the project expenditures should be equitably distributed amongst participants regardless of gender, age, religion, etc. Unemployed or under-employed individuals should be prioritised for work they are capable of performing. The participation of women disabled and/or other vulnerable groups shall make up at least 30% of the construction workforce. For Unskilled labour, the contractor shall prioritise the selection of individuals on the “List of Interest”, which is a regularly maintained registry of unemployed/under-employed individuals who have expressed interest in applying for Unskilled Labour positions within the project. This list will be created and maintained by the Construction Committee, determining its prioritisation criteria and rotational employment strategy, and keeping contact details and employment status up to date over time. 
  • Mainstreaming of environmental sustainability: The project will prioritize sustainable materials and practices in construction and maintenance while educating workers on sustainability considerations for future projects. This includes using low-carbon and locally sourced materials, integrating nature based solutions, recycling, and planning for material maintenance and end-of-life treatment. 
  • Create a fair, transparent structure for implementation; A transparent and fair selection process will be established for contractors and workers, incorporating input from all relevant stakeholders, including the UFI and Sectors’ elected Community Upgrading Committees (CUCs). Clear communication protocols will ensure broad access to opportunities, while defined roles and requirements will guide participation. The Construction Committee

The UFI Operator, together with elected community representatives, formed sectors’ construction committees that will oversee labour selection and construction management.

The Construction Committees will oversee recruitment, project management, and compliance to ensure fair and inclusive employment practices. It will document meetings, and update stakeholders. The committees will manage the List of Interest (registry of individuals who have expressed interest in applying for Unskilled Labour positions), prioritizing and rotating employment opportunities while maintaining applicant records. The committees will evaluate contractor bids, and organize training sessions on skills, inclusivity, and sustainability 

where needed. Additionally, it will enforce safety standards on construction site and ensure contractor compliance with recruitment policies.

Scope of Work

The UFI Operator is seeking a general contractor, inclusive of all relevant subcontracts as necessary, to execute the construction of a Community Library and Nursery School in Nyakabanda sector, Kigali.

This is a prequalification based on contractor’s qualifications. Detailed drawings, specifications and a bill of quantities (BoQ) will be made available only to shortlisted bidders following the first stage of evaluation.

Introduction
  1. INTRODUCTION

The International Gorilla Conservation Program (IGCP) is a coalition of three international conservation organizations (Conservation International, Fauna & Flora and WWF) which was formed with the mission to ensure long-term conservation of the mountain gorillas and their Afromontane high-altitude forest habitat. The programme operates in the three countries that share the habitat of the mountain gorillas i.e. Democratic Republic of Congo (DRC), Rwanda, Uganda and Kenya, and works in close partnership with the Protected Area Authorities of the three countries Rwanda Development Board (RDB) in Rwanda; Institute Congolais pour la Conservation de la Nature (ICCN) in Democratic Republic of Congo (DRC), Uganda Wildlife Authority (UWA) in Uganda. 

To respond to the needs of its operations in Rwanda, IGCP wants to constitute a database of vendors for the procurement of goods, services and works; hence this call for the expression of interest for Goods and Services within categories as listed below in – 8. ANNEX (LIST OF SUPPLIES/SERVICES).

For its operations in Rwanda, IGCP invites applications from eligible firms, Business and companies for prequalification to provide goods and services under the categories in the Annex below (List of goods and services) for FY 2026/2027.
