Position Overview

In partnership with Nyamagabe District, BRAC’s Ultra-Poor Graduation Initiative (UPGI) seeks a District Graduation Coordinator to support the implementation of Rwanda’s National Strategy for Sustainable Graduation out of Poverty.

The Coordinator will manage the full scope of the Nyamagabe District ‘Gira Wigire’ Program, ensuring strategic planning, coordination, and high-quality implementation. Embedded within the district office, the role includes supervising Graduation Officers, liaising with stakeholders, and aligning all program activities with national and district-level priorities (JAIPs).

This is a unique opportunity to help shape a transformative, multisectoral poverty reduction program with national significance.

Key Responsibilities

1. Program Oversight and Strategic Coordination

  • Support district-wide implementation of the ‘Gira Wigire’ Program in line with national strategy.
  • Oversee Graduation Officers and ensure effective rollout of program components across sectors.
  • Facilitate development and execution of the Joint Action and Implementation Plan (JAIP), ensuring cross-departmental integration.
  • Foster strong coordination with district leadership, JADF, and implementation partners delivering on graduation essentials (e.g., basic needs, livelihood support, coaching).

2. Monitoring, Evaluation, and Learning (MEL)

  • Lead MEL efforts at the district level, ensuring quality data collection, analysis, and reporting.
  • Train and support Graduation Officers in the use of M&E tools and the Poverty Graduation Management Information System (PGMIS).
  • Consolidate lessons learned and contribute to national-level reporting and knowledge sharing.

3. Stakeholder Engagement and Communication

  • Drive inclusive stakeholder engagement at the district level, from planning to review stages.
  • Represent the Graduation Program in public events and district forums.
  • Maintain consistent communication with government, NGOs, PSWs, and community stakeholders to enhance ownership and accountability.

4. Capacity Building and Technical Support

  • Coordinate training for sector officials, PSWs, and community structures.
  • Provide technical guidance to Graduation Officers to ensure quality and consistency of implementation.
  • Strengthen district-level systems for long-term integration of graduation programs into existing frameworks.

Qualifications and Experience

  • Bachelor’s degree in Social Work, Development Studies, Public Administration, Economics, or a related field.
  • Minimum of 4 years’ experience in program coordination, public sector engagement, rural development, or social protection.
  • Proven experience working with local government structures, NGOs, or donor-funded programs.
  • Strong understanding of poverty reduction, livelihood programs, and community development.
  • Familiarity with Rwanda’s social protection policies and Graduation Approach.
  • Proficient in program data analysis and evidence-based reporting.
  • Fluency in Kinyarwanda; working knowledge of English and/or French.
  • Must hold a valid motorcycle driver’s license (Category A).
