Position Overview
BRAC International is seeking a Grants Management and Compliance Coordinator to join its team in Kigali, Rwanda. This role is crucial in ensuring effective financial management and compliance for all donor-funded projects, including donor reporting, budget monitoring, and coordination with program and finance teams.

The successful candidate will play a key role in maintaining grant compliance, managing risk, facilitating high-quality reporting, and strengthening internal grant management systems.

Key Responsibilities

Grant Management & Compliance:

  • Ensure implementation of grants in line with donor regulations, BRAC policies, and local laws.
  • Lead grant kick-off, review, and close-out processes.
  • Stay updated with major donor regulations (e.g., MCF, UNFPA, AFD) and provide internal training.
  • Identify and mitigate compliance risks in collaboration with relevant teams.
  • Conduct due diligence and advise on risk management for partners and sub-grantees.

Financial Reporting & Budgeting:

  • Coordinate the preparation of timely and accurate donor financial reports.
  • Review project expenditures to ensure they align with approved budgets.
  • Monitor burn rates and provide budget vs. actual analysis to stakeholders.
  • Collaborate with donors and affiliates to meet reporting requirements.
  • Analyze grant performance and resolve financial challenges with program/finance teams.

Donor Communication & Documentation:

  • Act as the central point of contact for donor finance queries and audits.
  • Maintain accurate and complete grant documentation.
  • Ensure donor audit readiness and coordinate responses to audit requests.
  • Represent BRAC in grant review sessions and donor engagement meetings.

Capacity Building & Coordination:

  • Train field and program staff on donor regulations and BRAC financial procedures.
  • Work with M&E and program teams to align financial and programmatic reporting.
  • Maintain high-quality grant management systems and tools.
  • Act as a focal point for grant reporting functions in the country office.

Risk Management:

  • Identify financial and compliance risks and propose mitigation strategies.
  • Report critical issues to the Head of Finance and Senior Management in a timely manner.

Safeguarding Responsibilities:

  • Promote safeguarding practices, ensuring a safe work environment for all staff.
  • Encourage reporting of incidents and provide guidance on safeguarding implementation.
  • Champion BRAC’s safeguarding policy in all aspects of grant management.

Qualifications & Experience

Education:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master’s preferred).
  • Professional certification (e.g., CPA, ACCA) is highly preferred.

Experience:

  • 5–6 years of relevant experience in grant management, donor compliance, or financial management, preferably in an NGO/donor-funded setting.
  • Experience in international development and working with institutional donors such as USAID, UN, EU, and others.
  • Demonstrated success in managing multiple grants and coordinating across departments.

Skills & Competencies:

  • Deep understanding of donor regulations and risk management.
  • Excellent Excel proficiency and financial analysis skills.
  • Strong written and verbal communication.
  • Proven ability to manage reporting deadlines, deliver training, and collaborate across teams.
  • High attention to detail, integrity, and multitasking capability.
  • Language: Fluency in English required; French or Kinyarwanda is an added advantage.
  • Certifications in grant management or project management are a plus.
