BRAC Rwanda Microfinance Company PLC, registered with the Rwanda Development Board in 2018 and licensed by the National Bank of Rwanda, is part of Stichting BRAC International. We are currently seeking an experienced and driven Operations Manager to join our team and lead critical operational functions that enable us to deliver on our mission effectively and efficiently.
About the Role:
The Operations Manager is a senior leadership position, responsible for overseeing and enhancing BRAC Rwanda’s operational systems and processes. This role ensures seamless integration of procurement, IT, administration, safety, and facility management functions. The ideal candidate will be a strategic thinker and skilled implementer, with a strong background in operations, compliance, and organizational efficiency.
Key Responsibilities:
Operational Strategy and Management
- Develop and implement integrated operational policies aligned with BRAC’s strategy.
- Supervise and support the Procurement and Administration teams to ensure efficient, compliant operations.
- Ensure timely, quality-assured, and cost-effective delivery of operational functions.
Guidelines Review and Compliance
- Regularly review BRAC International’s guidelines and local legal frameworks to stay updated on regulatory changes.
- Work with departments to ensure all operations comply with internal policies and statutory requirements.
- Strengthen operational standards and introduce process improvements for increased compliance and efficiency.
Procurement Management
- Oversee all procurement processes, including annual planning, vendor selection, negotiations, and contract management.
- Promote transparency, accountability, and cost-effectiveness in all procurement activities.
Administration & Facility Management
- Ensure efficient office management, logistics coordination, and facility maintenance across all locations.
- Enforce health, safety, and security policies in line with BRAC standards.
- Manage relationships with key external stakeholders, including landlords and service providers.
Performance Monitoring & Reporting
- Establish and track KPIs to measure operational performance and efficiency.
- Provide timely reports and strategic updates to senior leadership and stakeholders.
Safety and Security Management
- Oversee the safety and security of staff, assets, and facilities at the Country Office and field sites.
- Conduct regular risk assessments and enforce comprehensive safety procedures.
- Monitor incident reporting systems and ensure thorough follow-ups on all cases.
Safeguarding Responsibilities
- Promote a safe and respectful work environment for all staff and stakeholders.
- Serve as a safeguarding focal point and ensure organizational standards are followed across all operations.
- Encourage and support the reporting of any safeguarding concerns in line with BRAC’s policies.
Key Performance Indicators (KPIs):
- Cost-effective and timely procurement cycles.
- High uptime and reliability of IT infrastructure.
- Compliance with health and safety standards in all facilities.
- Effective cross-functional collaboration with program and finance teams.
- Timely and accurate reporting of operational metrics.
Required Qualifications & Experience:
- Education: Bachelor’s degree in Business Administration, Procurement, Finance, IT, or related fields. A Master’s degree or MBA is preferred. Certifications such as PMP or IT qualifications are a plus.
- Experience: Minimum 5 years of relevant experience, including at least 2 years in a senior management role, preferably within NGOs or development organizations.
- Technical Skills: Strong knowledge of procurement procedures, administration, compliance frameworks, IT systems, and risk management.
- Leadership: Proven ability to lead cross-functional teams, manage change, and drive operational excellence.
