Position Summary

BRAC International is seeking a Programme Manager (PM) to lead the Mastercard Foundation Accelerating Impact for Young Women (AIM) programme in Rwanda. Based at the Nyanza District Regional Office, the PM will oversee strategic and technical direction for multi-sectoral programming targeting Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM).

This role ensures program alignment with BRAC and donor guidelines, budget compliance, and timely delivery of results. The PM will also support new business development and coordination with internal and external stakeholders, including the regional AIM team based in Nairobi.

Key Responsibilities

1. Programme Development & Implementation

  • Oversee integrated programming including education, SBCC, GESI, climate-smart agriculture, youth empowerment, and financial access.
  • Lead development and execution of work plans and budgets aligned with project goals.
  • Ensure effective recruitment, training, participant selection, and delivery of safe-space programs for AGYWs.

2. Monitoring, Evaluation & Learning (MEL)

  • Ensure robust MEL system design and implementation aligned with BRAC and Mastercard Foundation standards.
  • Oversee data collection, analysis, and reporting through digital platforms.
  • Document and share lessons learned to drive improvement.

3. Stakeholder Coordination & Advocacy

  • Serve as the key liaison between BRAC Rwanda, government entities, civil society, and other partners.
  • Facilitate learning sessions, donor reviews, and public engagements.

4. Grant Management & Reporting

  • Oversee budget planning, compliance, and narrative/financial reporting in coordination with finance, grants, and M&E teams.
  • Manage database systems for grant tracking and pipeline reporting.

5. Team Leadership & Capacity Building

  • Lead and mentor program staff to ensure high performance and retention.
  • Support communications efforts with accurate content to highlight program achievements.

Safeguarding Responsibilities

  • Promote and uphold BRAC’s safeguarding standards.
  • Ensure a safe working environment for all stakeholders.
  • Report and encourage reporting of any safeguarding incidents in line with BRAC’s procedures.

Required Qualifications & Experience

  • Master’s degree in Development Studies, Economics, Sociology, Business Administration, or relevant fields.
  • PMP certification is a plus.
  • At least 8 years of experience in international development, including 4 years in a leadership/management role.
  • Background in managing integrated programs (e.g., microfinance, livelihoods, agriculture, gender).
  • Proven ability in grant budgeting, compliance, monitoring, and donor reporting.
