Job Description

Background

The Rwanda Forex Bureau Association (RFBA) is the umbrella organization representing licensed foreign exchange bureaus operating in Rwanda. The Association works to strengthen cooperation among members, promote compliance with financial and regulatory requirements, and support the development of a transparent and efficient foreign exchange market under the supervision of the National Bank of Rwanda (NBR).

To enhance its financial governance and provide technical support to its members, RFBA seeks to recruit an Accountant who will manage the Association’s financial affairs while also supporting members in maintaining proper accounting standards .The Accountant will be responsible for managing the financial operations of RFBA and supporting member forex bureaus in accounting compliance and reporting standards.The Rwanda Forex Bureau Association (RFBA) represents licensed foreign exchange bureaus operating in Rwanda. To strengthen compliance with regulatory requirements and improve operational efficiency, forex bureaus are required to use software systems that support transaction recording, reporting, and data sharing with the National Bank of Rwanda (BNR).

Key Duties & Responsibilities

Financial Management of RFBA

The Accountant shall:

  • Maintain accurate accounting records for RFBA in accordance with applicable accounting standards.
  • Prepare monthly, quarterly, and annual financial statements.
  • Manage RFBA bank accounts, payments, and receipts.
  • Develop and monitor the Association’s annual budget.
  • Ensure proper financial documentation and internal controls.
  • Prepare financial reports for RFBA Board meetings and General Assembly.
  • Coordinate external audits and compliance reviews.
  • Manage membership fee records and collections.

Accounting Compliance Support for Members

The Accountant will support RFBA members by:

  • Providing guidance on accounting practices relevant to forex bureau operations.
  • Supporting members to comply with financial reporting requirements set by the National Bank of Rwanda.
  • Organizing capacity-building workshops or training sessions on accounting and financial management.
  • Advising members on proper bookkeeping, documentation, and internal controls.
  • Assisting in interpretation of financial regulations affecting forex bureaus.

Reporting and Coordination

The Accountant shall:

  • Prepare periodic financial and compliance reports for RFBA leadership.
  • Maintain communication with member forex bureaus regarding accounting and reporting matters.
  • Coordinate with NBR and other relevant stakeholders on financial reporting issues when required.
  • Support RFBA leadership in financial planning and policy development.

Educational Qualifications, Experience, & Skills Required

  • Bachelor’s Degree in Accounting, Finance or related field.
  • Professional accounting certification (CPA, ACCA, or equivalent) is an advantage.
  • Minimum 3–5 years of experience in accounting or financial management.
  • Experience working with financial institutions, associations, or forex-related businesses is an advantage.
  • Experience in financial software or accounting systems.
  • Strong knowledge of accounting principles and financial reporting.
  • Familiarity with regulatory compliance in the financial sector.
  • Basic knowledge of IT systems and accounting software.
  • Strong analytical and reporting skills.
  • High level of integrity and confidentiality.

Deliverables

The Accountant is expected to produce:

  • Monthly financial reports.
  • Annual financial statements.
  • Annual budget and financial plan.
  • Compliance guidance notes for members.
  • Training sessions or workshops for forex bureau members.

Duration & Performance Review

The Accountant will be appointed according to RFBA policies. Performance will be reviewed annually by the RFBA Board or Executive Secretary based on:

  • Quality of financial reporting
  • Compliance management
  • Support provided to members
