Job Summary
The Rwanda Forex Bureau Association (RFBA) is the umbrella organization representing licensed foreign exchange bureaus operating in Rwanda. The Association works to strengthen cooperation among members, promote compliance with financial and regulatory requirements, and support the development of a transparent and efficient foreign exchange market under the supervision of the National Bank of Rwanda (NBR).
To enhance its financial governance and provide technical support to its members, RFBA seeks to recruit an Accountant who will manage the Association’s financial affairs while also supporting members in maintaining proper accounting standards .The Accountant will be responsible for managing the financial operations of RFBA and supporting member forex bureaus in accounting compliance and reporting standards.

To strengthen compliance with regulatory requirements and improve operational efficiency, forex bureaus are required to use software systems that support transaction recording, reporting, and data sharing with the National Bank of Rwanda (BNR).To ensure that all members effectively utilize these systems and maintain compliance with regulatory standards, RFBA will provide centralized IT Support services for its members.
Role Objectives
The purpose of this role is to provide technical support and system management services to RFBA members to ensure that the software used by forex bureaus:
- Operates effectively and securely
- Supports accurate transaction recording and reporting
- Meets the regulatory reporting requirements of the National Bank of Rwanda
- Enhances transparency and operational efficiency in the forex bureau sector
Key Duties & Responsibilities
- Software Support and System Administration
- Provide technical support to forex bureau members using the approved reporting software.
- Ensure the installation, configuration, and maintenance of the forex bureau software system.
- Monitor system performance and ensure continuous functionality and reliability.
- Coordinate software updates and upgrades when required.
- Maintain system documentation and user guides.
- Regulatory Compliance Support
- Ensuring the software correctly captures and records all foreign exchange transactions.
- Supporting members in submitting electronic reports required by the National Bank of Rwanda.
- Monitoring data accuracy and system compliance with regulatory reporting standards.
- Coordinating with BNR and software providers to resolve technical issues related to reporting systems.
- Member Technical Assistance
- Provide technical helpdesk services to forex bureau members.
- Troubleshoot software, connectivity, or system errors experienced by members.
- Provide remote and on-site technical support when necessary.
- Assist members with system login, user access management, and password resets.
- Ensure that all members are able to use the system efficiently.
- Training and Capacity Building
- Organize training sessions for forex bureau staffs on the use of the software.
- Develop training manuals and system user guides.
- Conduct refresher training when new features or regulatory requirements are introduced.
- Provide guidance on data security and proper system usage.
- Data Security and System Integrity
- Secure management of system access and user permissions.
- Protection of financial and transaction data.
- Implementation of data backup procedures.
- Compliance with data protection and cyber security standards.
Deliverables
- Fully functional software systems across RFBA member’s
- Monthly technical support reports to RFBA management.
- Training sessions for forex bureau staff.
- System maintenance and update reports.
- Compliance support for BNR reporting requirements.
Educational Qualifications, Experience, & Skills Required
- Bachelor’s Degree in Information Technology, Computer Science, Information Systems, or related field with accounting skills.
- At least 3 years of experience in IT support or system administration.
- Experience working with financial systems, transaction reporting systems, or banking software is an advantage.
- Knowledge of database systems and financial transaction software.
- Understanding of IT security and data protection.
- Strong troubleshooting and technical support skills.
- Good communication and training skills.
- Ability to work with multiple institutions and stakeholders.
Performance Evaluation
Performance will be evaluated based on:
- System uptime and reliability.
- Timely resolution of technical issues.
- Member satisfaction with IT support services.
- Compliance with BNR reporting requirements.
- Effectiveness of training and capacity building for members.
